Title: Citizen & Capital Mobility Today: The e-Planning Framework Pedro Ferraz de Abreu Abstract: Information & Communication Technology (ICT) and Information Economy is facilitating, to a degree that never existed before, the mobility of capital (finance and economy); but while it brings with it the potential for a qualitative jump in citizen mobility as well, the current dominant superstructure is resisting and restraining such mobility. This contradiction questions the validity of the mainstream "Globalization model" framework, put forward in "Fora" like Davos, G7, WB, FMI, etc.. In this presentation I introduce the e-Planning framework to tackle this issue. e-Planning is a new scientific area of inquiry that is emerging to address a substantive part of these issues. Its focus is to study and develop the interaction between ICT and Planning, which requires in-depth research and development on both ICT and Planning domains. With this framework, I illustrate a) the nature of the Information Technology revolution and it\u2019s potential; b) the "market failures" in bringing world wide access to new IT; c) The capital - labor contradictory trends on mobility and globalization restrictions. In consequence, we can consider a more consistent model, that integrates the new realities of the Information Technology revolution, and the need for citizen mobility to go together with capital mobility, unlike today\u2019s reality.
